Caesar Flickerman

In the novel The Hunger Games by Suzanne Collins, Caesar Flickerman is the host of the tribute interviews before the Hunger Games, a position he has held for over forty years. He wears pure white makeup on his face and always wears a dark blue ceremonial suit with electric twinkling lights on it (Chapter 9, 60%). His hair is powder blue and his eyeshadow and lipstick match it (Chapter 9, 65%). He also had surgery to look young and thin. 

Caesar appears friendly, trying to make the tributes feel comfortable doing the interviews. He is fun and humorous during Katniss’s interview, helping her appear likable.
