Style of writing in lines 21-30

Your exam question asks you to analyze the style of writing in lines 21-30 in the short story “Jubilee” by Carys Davies. 

The fragment presents the festivities that take place in the town square, as seen from Arthur Pritt’s point of view. According to him, the musicians sound terrible, the dancers are chaotic, and the crowd is noisy. He therefore assumes that Queen Victoria considers the festivities a failure.
