Intention

David Cameron has several intentions in his Speech on Radicalization, Islamic Extremism, and the Failure of State Multiculturalism. 

First, Cameron intends to make a clear distinction between Islamic extremism as a political ideology and Islam as a religion: “Islam is a religion observed peacefully and devoutly by over a billion people.
