Pathos

Johnson appeals to pathos when he talks about the devastating effects of climate change, painting a picture of the destruction and suffering it can create to inspire fear in his audience: 

And in the hurricanes and the bushfires and the melting of the ice caps, and the acidification of the oceans, the evidence is now overwhelming and it is taking its toll, this phenomenon of global warming is taking its toll on the most vulnerable populations around the planet. (ll. 53-55)

Also note that Johnson specifically talks about how these catastrophes affect the populations who are already vulnerable, which strengthens the appeal to pathos and help inspire empathy in the audience. 

These appeals to pathos are meant to show the audience the urgency of the fight against climate change, which Johnson then combines with his visions of possible solutions. He therefore does not merely want to show climate change as a devastating threat, but also to present himself (and the UK more generally) as beacons of hope in the struggle against climate change.
