Local prisons do not prioritize rehabilitation
The source shows that a large number of inmates arriving in the Louisiana prison are uneducated or have a long history of addiction. For them, spending time in local jails means little to no chance of attending rehabilitation programs. The majority of inmates are at the intellectual level of 12-year-olds and do not have the opportunity to evolve, as the state pays sheriffs a small sum of money which is barely enough to keep an inmate safe and fed.
