The townspeople

The townsfolk in Eastmouth act as a collective character in the story, as they all seem to be part of some mysterious conspiracy to keep Sonia from leaving the town. This is most directly evident in Peter and his parents, but the other people Sonia meets in the town also seem to share their dark agenda. Some of the unnamed people appear several times, such as the woman in the transparent raincoat (ll. 21, 179). 

The first sign of their disturbing character comes when Sonia and Peter arrive, and everyone seems to be looking at them, already aware that Sonia would be coming to join them (ll. 20-22).
