The speaker of the speech is Boris Johnson, who has served as Prime Minister of the United Kingdom since July, 2019. Johnson was elected leader of the Conservative Party and Prime Minister after his predecessor Theresa May resigned because she could not get support for her (more moderate) Brexit deal. 

Johnson was a prominent figure in the Vote Leave campaign for Brexit. Generally, Boris Johnson is regarded by many as a charismatic and controversial figure, both because of his alternate criticism of and support for the EU and his involvement in the divisive Leave campaign. He is also known for various scandals regarding his personal life and racist comments he has made on several occasions. 

In his speech, Johnson generally speaks on behalf of the government: “And we will do a new deal, a better deal” (l. 13).
