In this section, we will discuss the circumstances surrounding President Barack Obama’s remarks on reducing gun violence.

Obama’s speech was delivered on 8th of April, 2013, at the University of Hartford, Connecticut. The speech came in response to the tragic event of the Sandy Hook Elementary School shooting.

The Sandy Hook shooting took place on 14th of December, 2012, in Newtown, Connecticut, when a 20-year-old man shot 20 children and 6 members of the school staff, after which he committed suicide. The tragedy was deemed the deadliest mass shooting in the US at the time, and it led to a new debate about gun control in the US.

The debate about gun control in the US was also addressed by Barack Obama, who came up with several executive actions proposed for Congress to pass into law. These differ from a President's “executive orders”, which are legally binding. Among the executive actions, Obama included proposals for a universal background check system for people who want to buy a gun, proposals for making schools safer, for banning assault weapons, for limiting assault weapons' ammunition storages to 10 bullets, for helping the mentally ill, and, eventually, for making it easier for citizens to report criminals.
